Codes that are not interchangeable

The Fish Market contains both 1496 and 6294, but they open different safes in different states of the area. The hotel’s 2137 is also separate from its Staff Key and Lorelei Lock progression.

If a code is rejected

Confirm the correct lock and active quest state before trying variants. Some doors require a key or tool rather than a number, and the Wireless Room uses three sequential frequencies instead of a four-digit safe code.
